Speaking as the designer of the Star Fraction logo, it certainly does.
In character, Jericho Fraction believes that we, the denizens of the Eve universe, are influenced on a grand, yet subtle and unseen level by memes, which you can think of as sentient and parasitical "thought viruses" that influence our thinking, our values, and ultimately social systems and entire societies. These "thought viruses" have been carried by the old colonists here, and they were a tool of control for the colonists' masters on the other side of the Eve gate. The Eve gate's closing was an unforeseen circumstance, and the rogue meme was set upon a nascent new world.
Now the Meme has changed, adapted, mutated, it has transcended the limitations of mundane prescience and spread by word and thought and metaphor and merest deed to each and every sentient mind in Eve star cluster.
Nowhere is beyond the influence of this mimetic socio-adaptive process, no-one is untouched, and not even our future is free from the sublime manipulations of this invisible inhuman order. Our destiny is not our own. Our leaders are slaves. Our very aspirations are false.
This is why the Eve empires mimic old earth ones so closely, why so many similarities exist, and ultimately why new territorial alliances in 0.0, created by pod pilots, are fundamentally the same as old earth nations and Eve empires.
And this is where the resistance movements that are Jericho Fraction and, more widely, Star Fraction come in. The ascendant, sunlit human figure on the SF logo symbolizes our aim of a liberated, free, human spirit in this new world with the unlimited resources of the star cluster at its disposal and immortality as a core part of its being; the star, closely following and framing the figure, symbolizes SF and the fact that SF is a necessity for this ultimate liberation.
(Naturally, how SF actually fared is a whole different story, but our line of roleplay is alive and well - JF has been roleplaying a resistance movement for over two years, is still keeping at it [currently in the form of fighting for the destabilization of the territorialism-dominated north and the buckling of the monolithic northern alliances] and is doing quite good these days.)
Below the grand design of paradigm intrigue is the badlands of possibility. Our slavery is statistical process and herd mentality, our jailer is common sense, our salvation is passionate striving and the lure of the unknown.
The tyrant meme is the White King on a board foretold. A thousand thousand motives and stratagems suborned to the ceaseless quest for self defence and preservation of the status quo.
But play the black Queen, play a move beyond machine calculation. Deus ex Machina is still Machine, and though God is a mathematician even he can take a bullet in the head!
